Once you have applied one of the solutions above, restart your Oracle Forms Builder or restart your WebLogic/Application Server components.
While still inside the window, look at your System Variables list.
Open Windows File Explorer and navigate to your local Oracle installation directory. Search for the tools\doc or forms\help directory. frm18105 failed to start the help system fix
Sometimes the help system fails because the current user doesn't have "Read & Execute" permissions on the help directory. Go to your Oracle Home folder. Right-click the HELP folder and select Properties .

The physical .hlp , .chm , or HTML help files were omitted during installation or manually deleted.
Remember that Oracle Forms is a mature technology, and its help system was designed for older Windows versions. Today, you may need to be creative (e.g., using WinHlp32 workarounds or custom URL calls) to keep the help feature alive. But with the comprehensive fixes above, you should be able to restore help functionality and keep your Oracle Forms development productive. Once you have applied one of the solutions
Start with (Is the file there?). If you are on modern Windows, jump to Phase 2 (WinHelp is dead). For EBS users, Phase 5 is your best bet. When all else fails, Phase 7 (disabling help) allows you to maintain business continuity while you schedule a permanent fix.
